Morph Ball Bomb is acquired by defeating the Incinerator Drone in Metroid Prime and the Bomb Guardian in Metroid Prime 2: Echoes.
While in Morph Ball form, you can deploy a bomb. If you stay close to a bomb while in Morph Ball form when it detonates, you will do a Bomb Jump. It is possible to chain multiple bomb jumps.
